Hi, Manny.

Restriction to flow usually causes an increase in pressure.  The flow through
the return line is greatest when the pump is running, the battery is fully
charged, there is vacuum on the regulator, and the injectors are not operating.

Install a pressure gauge on the return line after the regulator.  Engage the
fuel pump, use a vacuum pump to apply vacuum to the regulator, and then read the
pressure.  If you see 10 psi or above, generally you have a problem.
