DIY WBO2 testing

Hello,
   I tested the WB today with the actual O2 sensor and the heater circuit is
working now. The LED will switch on in about 30secs at 14.0-14.5v. I added
two 10ohm resistors in parallel with R4. Voltage at the heater is rock solid
at 10.4v.

   With the O2 connected and in free air, I then hooked up a digital volt
meter and I get a reading of 4.24v - 4.25v. Looks a little high to me... Can
anyone verify this or determine if this is functionally correct? How can I
test this further without it being installed in the vehicle?
