reprogram OBD 2 computer

 Is there a way to actually reprogram those OBD2
computers? I did a bit of reprogramming with a tech 1A
scanner (GM) but you are still stuck with GM specs...)
I did look to find soemthing but most of my find are
for reprogramming older style of computer only
