Sounds like the LED is in the wrong way around. If the LED doesn't come on
then the Vs/Ip circuit is disabled.

The regulator circuit current limits while the heater is warming up, and
then voltage limits to maintain the working temperature. If the Ih goes down,
then the LED should probably be coming on at that point.

Do NOT try and get the heater current above 1.5 Amps.
