On the Dodge trucks (from 98 on, I believe), the vin is flashed
in by the dealer. Charge is around $60 from posts that I've
read. If vin is not flashed in, the MIL is triggered on but
that does not seem to affect anything. 96 was first year
for OBDII on Dodge trucks but not fully implemented.
