Measuring delivered HP at the wheels depends on vehicle speed, rolling
resistance, and aero drag. For HP delivered at the flywheel, one must
include drivetrain losses. Likewise for gross engine HP, one must add fan,
alternator, oil pump, water pump, & other accessory power consumption back
in.

O2 content in the air, humidity, etc. DO have a MINOR effect on aero drag,
but YES--they have a MAJOR effect on what % throttle the engine will need
in order to produce the HP needed to come up equal to the above list of
stuff.
