Huh?  If it's a resistive element that draws 1.5A at 10V, then it will
draw 0.75A at 5V.  There is no way to force it to draw 3A at 5V, unless
you physically change its resistance.  It just doesn't work like that. 
The only way to get 3A flowing would be to apply 20V.  This is basic
electronics.  A charge pump circuit cannot bend the laws of physics.
