My WB refuses to work....

OK.  Everything is together.   I did the tests mentioned in the Dummy's =
Guide to Building a WB web page and the heater circuit  checked out ok.  =
When i tried the tests mentioned for the servo circuit, things didn't =
check out at all. =20
I've been trying to troubleshoot, but my lack of experience is really =
starting to show.  Are there any common mistakes that i can check for?  =
All my soldering connections appear to be ok.  I did wash my board down =
with some electronic cleaner from radio shack.  Could that have messed =
something up? It's supposed to be safe for this sort of stuff.

Some of my testing showed the following:

With the one end of the 100ohm resistor on J7 and the other on J5&6, i'm =
getting approx. 12.5v from J7 to J12.  i should be seeing approx.  4v. =20

These tests were performed with the sensor connected:
car bat voltage =3D 14v
led: on
sensor: hot
J8 to J12 =3D 0v
Bat(-) to J8 =3D 12.6v
Bat(-) to J12 =3D 13.15v
J6 to J12 =3D -.006v
J6 to Bat(-) =3D 13.13v
J6 to J7 =3D -.006v
J5 to J7 =3D .001v
J5 to Bat(-) =3D 13.5v
Cathode side of D9 to J8 =3D -.373v

I was just measuring different voltages hoping that it would help =
somebody figure out what's going on.  I've compared my board to several =
pictures on the net and it looks exactly the same as far as component =
placement.

Any suggestions?

This isn't looking good.

If this cannot be troubleshooted over the net, I'd gladly mail it out =
and pay somebody for their time to take a look at it. (If that wouldn't =
violate any user agreement)

Right at this point I'm approx $150 into this thing, not to mention =
several hours of labor too.  I'd really hate to have to throw in the =
towel.
