You've basically described the GM strategy for correcting VE table
errors here.  The corrections aren't written back to the VE table but
are maintained as a separate table of error corrections.  It's called
INT and BLM in pre-OBD2 computers, and long/short term fuel trim in OB2
computers.  I have no idea if Honda implements a strategy like this but
it seems likely.
