If you have 13V across the LED then it's reverse biased.  Which is =
incorrect for the correct operation of the LED.
It should have ~1.2V maybe more (depends on manufacturer, colour, and =
everything else).

  I hook the power to J3 and grd to J4.  LED won't light up.  I do have =
13v to one side of the LED and the other side has continuity to ground.  =
Not sure what I'm doing wrong.  The UEGO circuitry worked perfectly to =
spec.  I'm just in the testing phase.
