As I see it, there are two fairly ready options;
either find yourself a later, EFI engine that might
bolt in, and get the wiring harnesses and ECU with the
engine (as well as all spark hardware), or you're on a
steep learning curve to put a Megasquirt or something
on it.

ISTR that several people have Megasquirted early
4-cyl. water-cooled VW engines before...
