As was mentioned this gives the best compromise
between wall wetting and vaporization opportunity when
there is a large airflow.

Why would it be a fire hazard?  I can't think of any
way that anything could ignite the fuel before
reaching the spark plug when under way.

Dual staged injectors makes for one of the best
compromises, assuming you can drive them and have
adequate hysteresis for the shower injector.  You get
a significantly wider dynamic range, and the
advantages of both a runner placement and a shower placement.
