[Diy_efi] Read ECM Chip information

I would like a tool that I could plug into a trucks ECM module and receive
data from that chip.  The data I am particularly interested in is the time
that the vehicle was idle.

Can anyone supply me 1) information on available technologies to accomplish
this task and 2) What kind of data I can expect from reading a chip.
