Hit or miss... depends on the electrolytic materials and how long they 
were backwards.

But you can test them.  Using alligator clips, attach a volt meter across 
the leads, then apply a voltage lower than the capacitors rating.  Watch 
the voltage drop off slowly.

Capacitors that have burned insulators (from being backwards) either 
don't hold a charge or just short and when you remove the power, the VOM 
will dive to zero almost instantly.
