Hi Tom, in general specific questions get more response than broad ones,
but here's some info for you.  OBD2 brought more powerful ECMs in
general, to deal with misfire detection and other requirements.  The
increased speed and memory enabled more sophisticated fueling and spark
algorithms.  But OBD2 PCMS are still evolutionary.  The equipment you
need will depend on the vintage that you're working with.  OBD2
reflashing algorithms are proprietary, so you can either reverse
engineer them, or socket the flash and reprogram the old fashioned way.
You'll want a device programmer that can handle flash and EPROM, and if
your PCM is EPROM based then you'll also need a UV eraser.
