[Diy_efi] Best scan tool value for DIY...

I would like to access the OBDII info on a 1996 Toyota
Camry...I've been reading and it looks like it is a ISO VPW
protocol. I was just looking for input as to the best bang
for the buck as far as OBD scan tools or DIY ways to access
the OBDII data. I'd hate to pay hundreds for something I can
do with a cable and some freeware (is there such a
solution?). Does anyone have any good suggestions? Thanks
for any help.
