 best way to test inductance coils is with some sort of current  ramping low 
amps probe. this will show the current usage pattern which can be  compared to 
known good waveforms for similar types of coils. snap-on and sevral  other 
companys make low amp probes for testing ignition coils,injectors coils  etc etc 
etc. you will not however see turn to turn shorts etc without a low amps  
probe and using a ohm meter is just about worthless. if you want to see if the  
coil is charging discharging put it into a circuit where it would operate  and 
watcht the trace of the charge and inductive kick back state to see if  it 
actually works.
