That is a great idea. I did a similar thing with a 2716 EPROM making a pattern generator.
The nice thing about waveform/pattern generators is that you can set the cycle delay. I used a
NVRAM for debug then burned a 2716. Preset binary counters for addresses, buffers for the data bits.

I once built a such waveform generator by using a presettable binary
counter to set the number of cycles between the pauses, some logic gates
and a final stage with an op amplifier and a modem line transformer (in
my case, an inductive pickup was to be simulated). The final stage is of
course not needed if a hall sensor with open collector output is to be
simulated. The input signal for this circuit was taken from a standard
tone generator.
