You could always do what one of the VW suppliers of aftermarket parts does,
and that is to use a box out of a Sunbird.  Put a custom chip in, and your
done.  Of course it doesn't control idle so you'll have to adjust that
manually......Tim.

Okay, I'll try to ask the same questions a different way. 

I'd like to EFI my buddies bug motor (flat4). I'd like to use an OEM
controller, prefer to use a GM controller. Any recommendations?

If I EFI a Line 6 engine, what would be the best controller?
