There are many vehicles from mid 90's that have the standardized OBD II
connector (SAE J1962) but that nevertheless do not conform to any of the
OBD II protocols. For example, many VW and Audi have a hardware OBD
interface that conforms to ISO 9141 but the communication protocol is a
proprietary one (usually called VAG-COM). When Volvo began fitting OBD
II connectors to their vehicles around 1996, they didn't even try to
make any electrical conformance to OBD II. The only diagnostic method
is like older Volvo vehicles, one has to connect a LED and a switch to
some pins of the connector and count LED flashes.
