In looking for an 'engine' for your design have you considered something 
like the TiniARM from New micros?

You would then only need to design a control board to plug the module 
into which should be a fairly straight forward double sided board.  Such 
an approach allows an easy path for growth.   As an added extra New 
Micros has a really first rate Forth for their modules which could speed 
up the software side of things
