Hi, Brent.  This sounds suspect, as GM usually does not close a relay
to open a controlled circuit.  If you are correct, the solution may be
as simple as moving one wire in the relay connector.  Usually, the ISO
relays have a schematic printed on the top or side.  You should easily
figure out which wire to move so that the relay closes the circuit
rather than opening it.
