What does stoich mean?

V-12 Mercedes stays at closed loop for WOT to satisfy the Greens in Germany.
That change cut power from 406 hp to 389 hp, only 4%.  The car is limited to
155 mph so perhaps it isn't really at WOT for extended periods of time.
