Not illegal, the boneyards get an additional $25.00 for the Prom/Calpack.
I paid $50.00 for a PCM for my 95 LeSabre from a boneyard to play with and 
their policy stated that they were without the prom.  When I opened it up, 
it still had the Mem-Cal in it.
