Replying to myself...

My previous post refers to PLCC to DIP adapters for reading/programming
PLCC parts when you only have a DIP programmer.  The architecture of the
part still has to be supported by the programmer (if the programmer can't
handle a DIP flash part, the PLCC to DIP converter won't help).
