Unfortunately, they can not be easily removed... I suppose you could
saw them off and weld them back on, but I'm not sure enough HP would
be gained to be worth the effort.

Back to ECM related issues - I've looked through the archives and
it appears that everyone decided that the two chips in the MEMCAL
(the two small chips under the ESC unit) are resistor packs.  Was this
ever confirmed?  Also, does the ESC part of the MEMCAL put out a
digital or analog signal to the ECM?

The reasons for these questions is this type of thing could influence
how far away from the ECM I'd be willing to relocate the MEMCAL
(ie, closer to an emulator).
