400 HP from a single TBI-Nope
400 from a dual TB TBI Possible, but no ecm is designed to do that (oem).
There are several threads about the Howell design, and it's shortcoming
(ie the system using the 730), while Turbo city and Howell sell a setup for 
duals and a 747 it also suffers from the same flaws.
  Your generating a no win situation, from what I see.
360ish real HP is doable with the BBC TB.
I'm making about 325 with two 2" buterflies on a 355 SBC  TBI.
