FreeBSD   is very stable
NetBSD is better and more secure

most development and OS improvement is focused on Linux now
in about 1 yr to 18 months Linux will pass BSD in both security and stability
for now Free BSD would be a good choice

also httpd and apache for web
you cna add CGI and database features later

and putting in his own time
but I m sure that he would take donations of time and equip if you wanted to
