> What's a "rising rate regulator"?

A fuel regulator lock the fuel pressure at a certain pressure (often
45psi on OEM engines) and bleeds off the extra pressure to a return line
to fuel tank, to recycle the excess fuel.

A rising rate regulator, does the same thing, but as RPMs increases (or
vaccuum decreases), it bleeds less and less fuel to the return line. 
So, at 4500 RPM you might have 45psi in the fuel rail, at 5500 RPM you
might have 50psi in the fuel rail.  It varies based on load or RPM so
that your injectors can flow more fuel at higher RPMs.
