ARAP bin - was Re: Talking with BUA in 8192?

Is the following BIN on incoming:

...  16384 Aug 25 04:44 ARAR_7165_89vette_auto.bin"

actually the ARAP described below?

If NOT, can /incoming receive a copy from some kind soul?
