I just checked mine, and it shows 14.33 volts. I your problem may be
that you don't have the correct voltage
set for the chip you are trying to burn. I bought my PP used last
fall, and it has worked great. I did have a
problem once when my daughter plugged it into the wrong power
supply. It fried something inside. I had
it repaired, and it has worked as well as new. Did you get it new,
and has it ever worked for you?
