I use Dunfield XASM/DASM.  http://www.dunfield.com/xasmdasm.htm

Disassembles and re-assembles GM code just fine.  Does require some
work to define the areas of code and so on when disassembling.  But
after it is done, it will reassemble back to the original bin.
