Request for Diagnostic help (sorta NC)

Look at the bottom of the Rotor really really close.
See any little black dots, about 1/2 the size of a pin head?.
Or is the rotor over 30K miles old, if either replace.

floats can sink.
Float chambers can begin to leak.

The above assumes you've done covered all the basics.
