LM3914???

Last week there was a thread on a homne built A/F display.  Has anyone built
this?  What is a LM3914 exactly and where can I get one?  (excuse my
non-electrical knowledge, I'm  only a mechanical engineer that knows how to
solder).  I'd like to try this..
