I think its best to analogize this way:

PE vs LOAD = Metering rods/Jets (Actual PE based on load signal, MAP, MAF and 
whichever  is used to determine LV8 vs RPM)
PE vs TPS = Accelerator Pump (think more accurately called AE - Dictated by 
RPM vs.TPS)

That is if *I* understand it correctly
