Hiway mode spark and fuel ??

Man, has there.
EPA is run by lawyers, few lawyers, have any mechanical skills.
Their logic generally runs, just use less gas,  and you'll get better
mileage, and fewer emissions <sigh>, and we pay them lots of money to make
these profound statements
