Can an ECM "learn" how to start the car better?

      "Adaptive Memory"  does Learn Idle quality and "remembers what it
learned the last run time, unless the ECM  lost bat power and the learned
adjustments are cleared from memory. Then it will need to relearn, as I
understand the process. Although the Adaptive learning is somewhat
narrow in range , it helps some combinations run considerably better.
Part throttle "brisk" acceleration speeds up the learning process as
well .
