WinBin vs TunerCat ... VE (fuel tables) ... Eric ...

WinBIN and Promedit both work fine, as does tunercat.  WinBIN only does what the ECU file tells
it, and in this case, 7730v3.ecu does not compute that value correctly because of limits in the
ECU file format.  Winbin and promedit both.
