Sounds more like dirty sticking IAC.

A fuel pump can just do so much work, you reach a point where cranking the
fuel pressure up drops the volume.

 After the key is shut-off the pressure drops instantly by about

> at slightly higher pressure with the slightly wider throttle opening.
