Here's a quote I have from an Australian owner:

16 l/100k is (16 l = 4.23 US g, 100 k = 62.1 m) = 14.7 mpg (US), but the
22.4 figure is 10.5 mpg (US). Fuel economy was percieved as a real issue 
back in 1980.
