For Bruce and anybody else, the following works for me -

S2BIN xxx.s19 /00

xxx.s19 is obviously your S19 file name, /00 means fill in the blanks with
00 (my choice).

Or download from a EPROM Programmer Manufacturer their software, most of
these will load any file format and save to any file format.
