Modifying VE Tables

I realise this, but what is leaner, a lower VE Table Hex value or higher?, I
know it's sounds stupid but I'm sure I remember reading somewhere (maybe
even FORD stuff) that when changing fuel values a lower HEX value in the
table actually means more INJ Time.
