Yes, this can easily be done in the ecm, as long as you have the
required location addresses.

The harness uses the four-gear switch from the transmission. It
will not allow the tcc lock signal to get to the tranny soleniod
without the 4th-gear switch being active. (a simple relay).

The 4th gear switch tranny output is used by the ecm.
