Because many manual transmission trucks got by with the C3. Only those
trucks with "E" transmissions needed a newer generation ECM. Note, I
think there are several years where a manual transmission wasn't offered
on all models/engines. Hence, some years didn't use a C3 ECM.
I assume GM had a fully depreciated production line cheaply cranking out
old C3 generation TBI trucks ECMs. As long as they could meet emissions
standards, there was no need to upgrade.
