Communicating with a 730

ok, i can cominicate with my 730 and 89d template in my truck... but
when i try and communicate with the 730 in my buddies 89 Cavilier, i get
no go...

So for any of you j body guys got any answers.. can ya please help me out

i can get chatter like $0F blah bla and %f0 with less Blah blah
but i can't get the thing to go into anymoddes or send info.../packets

also anybody have even a partial break down of the data stream?
