Here are the used memory ranges of various P4 ECMs:

$0000-$01FF On chip SRAM
$0200-$03FF On chip SRAM of enhanced P4 MPU's
$1800-$1FFF Added SRAM in 16149396 (or user upgraded 1227730/etc)
$3DC0-$3DFF Extra timer chip
$3F80-$3FBF Extra timer chip
$3FC0-$3FFF P4 timer chip
$4000-$400F P4 MPU I/O registers
$6000-$6FFF Any access will reset a P4 MPU
$8000-$FFFF EPROM (MEMCAL or MEMPAK)

If you are using a 27128 EPROM, the memory range from $8000 to $BFFF
might contain a second copy of the EPROM image depending on the
particular ECM and EPROM chip.

My debugger board successfully uses $4800-$5FFF for it's hardware.
