Nope. Water can exist as a gas down to seriously low (well below zero F)
temps.  Ice will actually "sublime" into water vapor at temps well below
freezing if the surrounding air is dry enough. All depends on the partial
pressure of water vapor. How MUCH H2O vapor (gas) can exist in a given
volume depends on the temperature. The saturation pressure for H2O just
happens to be 14.69 psia at 212° F.

The saturation pressure rises and falls with temp rise/fall.
