7747 hiway spk/fuel mode

I have the ecu file that will work with the modifications.  If it is 
needed by the masses, I will try to post it to incoming.  I may not be 
able to place it in incoming, haven't been able to do that for more 
than a month.  If anyone wants it, let me know.
