Closed Loop Disable in $6E

They drive the cars in alllll kinds of extreme conditions trying to get them
to misbehave.  Poor plugs lousy gas, plugged filters, they use the most
forgiving yet emission legal cal they can.   The poor maintance part is not
an issue here.  Less then single digits are very rare.  Which brings up
*choke* speeds.  The highest commanded idle I have is like 900 rpm., Why
have the engine spin at 1200 the first thing when it wakes up.  then just to
make sure I reduce the max IAC opening (Park).
