It's 16/5.  In other words, 3.2.  This scaling factor allows GM to have
tables where the first column is indexed by 0, the second by 16, the
third by 32, and so on - and the column headings are 0 MPH, 5 MPH, 10
MPH, and so on.

BTW, it turns out this conversion factor also almost exactly converts to
halfkilometers per hour.  That fact threw me for a loop a number of
years ago.
